ANS anuncia novos procedimentos que planos de saúde deverão cobrir
A Agência Nacional de Saúde – ANS, divulgou nesta terça-feira (7) uma nova lista de procedimentos que deverão ter cobertura obrigatória pelos planos de saúde a partir do dia 2 de janeiro de 2018. Foram acrescentados 18 procedimentos à lista, entre exames, terapias e cirurgias.
Também será ampliada a cobertura para outros sete procedimentos, incluindo medicamentos orais contra o câncer e um remédio para tratamento de esclerose múltipla, algo inédito no Rol de Procedimentos, segundo a ANS.
Com relação ao preço, a ANS diz que após a ampliação dos procedimentos obrigatórios há uma avaliação que dura um ano. Caso seja identificado um impacto financeiro depois desse prazo, será feita uma avaliação para o cálculo de reajuste no ano seguinte. Por isso, por enquanto, não haverá alta nos valores.
Confira os principais procedimentos incorporados à lista:
Câncer
- 8 medicamentos orais para tratamento de cânceres – pulmão, melanoma, próstata, tumores neuroendócrinos, mielofibrose e leucemia (afatinibe, crizotinibe, dabrafenibe, enzalutamida, everolimo, ruxolitinibe, ibrutinibe e tramatinibe);
- Tomografia Computadorizada por Emissão de Pósitrons (PET-CT) para diagnóstico de tumores neuroendócrinos.
Esclerose múltipla
- Medicamento imunobiológico (natalizumabe).
Olhos
- Quimioterapia com antiangiogênico e tomografia de coerência ótica para tratamento do edema macular secundário, retinopatia diabética, oclusão de veia central da retina e oclusão de ramo de veia central da retina;
- Radiação para tratamento de ceratocone.
Mulheres
- Cirurgia laparoscópica para tratamento de câncer de ovário (debulking);
- Cirurgia laparoscópica para restaurar o suporte pélvico (prolapso de cúpula vaginal);
- Cirurgia laparoscópica para desobstrução das tubas uterinas;
- Cirurgia laparoscópica para restaurar a permeabilidade das tubas uterinas.
- Pesquisa em líquido amniótico por PCR: exame laboratorial para o diagnóstico da toxoplasmose gestacional.
Crianças
- Endoscopia para tratamento do refluxo vesicoureteral, doença relacionada a infecções urinárias;
- Terapia imunoprofilática contra vírus sincicial respiratório (palivizumabe).
Cobertura obrigatória
A nova cobertura atenderá 42,5 milhões de beneficiários que possuem planos de assistência médica e 22,6 milhões que têm planos odontológicos, de acordo com a ANS.
Caso a agência identifique impacto financeiro, a inclusão de novos procedimentos à lista será avaliada no cálculo do reajuste das mensalidades do ano seguinte.
A multa prevista para as operadoras que não cumprirem a cobertura obrigatória é de R$ 80 mil por infração cometida.
A atualização do Rol de Procedimentos é feita após discussão pelo Comitê Permanente de Regulação da Atenção à Saúde (Cosaúde), composto por representantes do governo, do setor de saúde suplementar e de órgãos de defesa do consumidor.
Após essa etapa, o tema passa por consulta pública para manifestação da sociedade. A Consulta Pública nº 61 ficou disponível entre 27 de junho e 26 de julho de 2017 e recebeu 5.259 contribuições online – 53% de consumidores, 26% de contribuintes que se identificaram como “outros”, 13% de prestadores de serviço, 4% de servidores públicos, 3% de operadoras de planos de saúde e 1% de gestores.
O Rol de Procedimentos e Eventos em Saúde é obrigatório para todos os planos de saúde novos, ou seja, aqueles que foram contratados a partir de janeiro de 1999 ou que foram adaptados à nova legislação (Lei nº 9.656/98). A lista é atualizada a cada dois anos.
